This PR fixes a failing agentic workflow (Issue Refinement Assistant, issue #11982) by cleaning up the "blessed staff member" trigger list in the issue refinement prompt. The workflow was likely failing due to an invalid or unexpected condition caused by the duplicate @seabelis entry or the presence of handles that should no longer trigger the workflow automatically.
