Rewrite plugin using native Android and iOS libraries.

Fixes

android: Permission checking for file:// Uri's.
Adding trailing slash '/' to the end of directory paths returned by getUri. In the case you are adding a trailing slash to concatenate a directory URI with a file name, you won't need that logic anymore.
