bug: floating label-placement becomes stacked when ion-button ion-icon slot is used, the label is not animated as it becomes fixed

Current Behavior

In this documentation page, https://ionicframework.com/docs/api/input, in the Start and End Slots (experimental) example, when one runs the example in Stackblitz, and remove the placeholder text in the input and also set the label-placement to floating, the label floats even though there is no placeholder text or cursor not on input

Expected Behavior

The label should only float when the cursor is in the input for someone to enter input.

Steps to Reproduce
