• Escalates to final-strict assurance for explicit requests and high-risk boundaries.
• Adds a concrete delegation-benefit gate and prefers one worker unless disjoint lanes can progress concurrently.
• Preserves runtime identity checks, durable reviewer reservation, bounded review budgets, and parent recovery safeguards.
• Updates repository and installed-copy validation to prevent mandatory ceremony from being reintroduced.
