PR Review: draft_on_blocking Enabled by Default

The draft_on_blocking option in the PR review workflow now defaults to true. When a blocking review or required check fails, pull requests will automatically be converted to draft status — no additional configuration needed for this behavior.

PR Review: Dependabot Branches Skipped

The PR review workflow now automatically skips Dependabot-created branches, avoiding unnecessary draft conversions or review enforcement on automated dependency update PRs.
