release-workflows v1.6.0

This release updates the PR review workflow to prefer OAuth-based authentication for Claude, improving compatibility with Claude's recommended authentication approach.

PR Review: Prefer CLAUDE_CODE_OAUTH_TOKEN over ANTHROPIC_API_KEY

The PR review workflow now checks for CLAUDE_CODE_OAUTH_TOKEN first, falling back to ANTHROPIC_API_KEY if not present. This aligns with Claude Code's recommended OAuth-based authentication method.

To take advantage of this change, add CLAUDE_CODE_OAUTH_TOKEN as a secret in your repository or organization settings. If you are already using ANTHROPIC_API_KEY, no changes are required — it will continue to work as a fallback.
