Added

• PDM surface — 22 tools (Proxmox Datacenter Manager). A fourth surface behind a dedicated
  PdmBackend (API-token auth, PDMAPIToken scheme), covering the PDM read API: datacenter
  self/topology (ping, version, node status, remotes), fleet aggregate (resources, status),
  tasks + access (tasks, ACL, roles, users), and per-remote proxied reads — PVE
  (pdm_pve_resources / cluster_status / node_list / qemu_list / qemu_config /
  lxc_list / lxc_config) and PBS (pdm_pbs_*: status, datastores, snapshots). Read-only
  (DIAGNOSE) throughout — no PDM mutation path. Brings the surface to 347 tools across 4
  surfaces (PVE / PBS / PMG / PDM).

Fixed

• PDM group-C state param. pdm_pve_qemu_config / pdm_pve_lxc_config treated the state
  query param as optional, but PDM requires it — so a plain call returned 400. They now default
  state="active" (the current-config enum value) and always send it.
