Moves secure native entropy completion into selected Silk source. Darwin calls arc4random_buf with its actual void contract; GNU completes bounded getrandom requests with GRND_NONBLOCK, checked partial counts and immediate errno capture.
Deletes the random-fill intrinsic and generated C entropy policy. Empty fills make no call. Failed or invalid results retain the existing fatal outcome, without weak fallback or a new typed failure channel.
Validation: all six independent native source/C conformance lanes, including partial-prefix and failure cases; 2361 compiler tests and 321 shared native acceptance tests; typecheck, formatting, lint, test, check and release:candidate passed. Fixes JUL-133.
