New features!

Been a minute since the last release but having just edited my video on Achievement Hunt, i've fixed 2 main flaws that stuck out to me.

fixes:

• apply range check on points

  incase players join late they will always be on the leaderboard

features:

• allow vote-skipping achievements

  allows players to vote-skip an achievement if over half vote via /trigger skip

• allow vote-skipping to be disabled

  disable via vote_skip

• nag vote skip on new achievement

  displays a notice hint to skip achievements, can be disabled via nag_vote_skip

technical:

• remove death swap code
• stop repeating declarations
• rename prepare to load
• increment version number & update to 1.19
