fix black permission screen, API 29 compat, bump to 1.5

- Wrap PermissionRequestScreen in Scaffold to fix black background with edge-to-edge
- Fall back to PhoneStateListener on API 29-30 (TelephonyCallback requires API 31+)
- Bump versionName to 1.5, versionCode to 3
