Test build of the dark Options dialog (PR Aleksoid1978#1178), x64.

Latest (29e33d1fa, 1.9.0.29): the Formats "Modify" UAC shield now loads reliably (SHGetStockIconInfo); turning the dark theme off at runtime reverts the main window's menus to light without a restart; language files match the binary.
