Fixed

• Publish release skip checks now use kettle-dev's shared RubyGems version
  cache instead of a direct gem.coop HTTP request, matching the cached
  release-state path used by kettle-family state.

• Family release dependency-floor readiness now validates CI-facing direct
  appraisal Gemfiles, so generated workflows such as dep-heads.yml cannot fail
  after a just-published family dependency was only checked through release
  lockfiles.
