Restore the Commit period speedup now that Shutter event-based decryption is possible

Context

• Commit and Appeal period speedups were implemented
  • in Contracts: allow for passing Voting period in case jurors have not commited in the previous Commit period #1945
• Commit period speedup was revert as it was incompatible with Shutter time-based decryption
  • in KlerosCore: do not pass the period to voting if all the commits are cast #2085

Now that Shutter event-based decryption is possible, it is safe to implement the commit period speedup so we can revert #2085.
