Add Hindi localization for API Aggregation Layer

This is a Hindi (hi) localization PR.

Translates a concept page into Hindi:

• Source: content/en/docs/concepts/extend-kubernetes/api-extension/apiserver-aggregation.md
• Added: content/hi/docs/concepts/extend-kubernetes/api-extension/apiserver-aggregation.md

Notes for reviewers:

• Component/binary names, API object types, feature-gate names, code blocks, shortcodes, links, and frontmatter keys are preserved unchanged.
• Only human-readable text is localized, following the conventions used in existing content/hi pages.
• Changes are limited to a single localization (hi) only.
