Homepage redesign with new layout, and styles

Description

This PR contains a potential redesign of the homepage, inspired by @kfess's work (discussed at the #56275).

Feel free to use this design stage as a starting point for further refining the homepage design. The design is optimized for use with both light and dark themes.

@Andygol here's what I (and, I think, SIG Docs) would like you to do: start a discussion. Issue #55774 outlines what to do. Then the SIG can consider the suggested new design.

It's a handy starting point; I won't do a a review with the aim to get it merged, but the help is nonetheless useful.

@lmktfy, as I mentioned above this is a "potential redesign".

@kfess already made a lot of job and this PR is my attempt to make some of @kfess's ideas live.

As well, it would be great to have some version of homepage redesign approved/prepared by SIG Docs or at least a list of requirements to get general direction of development.

To be honest, I’m quite a fan of the current design of the OpenTelemetry homepage. I’m hoping Kubernetes might pick up some ideas from OpenTelemetry.

If you're willing to make a proposal (ie, add a new discussion outlining your approach) please do. It will really help the design work if folks follow the rough process I've recommended.

Nice incremental design improvement IMHO, at the cost of a fairly small footprint. There are still issues with the display on wide screens.

Redesign was lead by emeritus @theletterf, so I'm custodian now. I've upstreamed some aspects to Docsy so they are more generally available (and some upstreaming remains).
