Ships two contributor-safety fixes that were merged to main after v3.8.0
and are inert until released, because both bugs bite only on a
contributor's own machine and never in CI:

- #62 selftest no longer runs a seam's real verify: command (snow/acli/gh)
- #65 selftest no longer spawns a real model CLI (billable network call)
