The daily mirror cron force-restores ledoent/19.0 from OCA/19.0 correctly, but when it detects drift it then tries to open a GitHub issue to notify — which fails with HttpError: Issues has been disabled in this repository, marking the whole run red even though the mirror restore succeeded.

Adds continue-on-error: true to the "Open issue if drift detected" step so a failed notification no longer fails the run. (Surfaced when dispatching the mirror today to re-sync after upstream advanced.)

Must merge to ledoent for the scheduled mirror to stop false-failing (scheduled workflows run from the default branch).
