XMB: Make horizontal menu optional

Description

XMB:

• Allow toggling the horizontal tab menu off for more RGUI-like behavior
• Remove alternative netplay icon from Ozone assets because it is too blurry after all

General:

• Add location option for Netplay item, which defaults back to playlists/sidebar/tabs like it used to, just like Import Content

• XMB: Make horizontal menu optional (Settings > User Interface > Appearance > Horizontal Animation)

• Add location option for Netplay item (Settings > User Interface > Menu Item Visibility > Show Netplay)

Horizontal Animation option existed long before.
