Summary

Promote frozen dev source cf9f662190c4c6770697c45c870941509cc98f9c to main for 2.45.0. This includes the four delivered follow-up tracks and verified contributor attribution.
Source parity is exact. No unmerged backlog work is included.
This is an owner-authorized release promotion, the documented exception to the ordinary dev target. Dev was moved to 2.46.0 through chore(release): open dev at 2.46.0 before releasing 2.45.0 #3812 before publication.

Verification

Prepared head: bcdf55967e06db49608f7e4a85037d509f9bafd3; prospective tree: b155f6cf1a983acd40cce342d8e795731cd6bce2. Inspected the complete source delta against frozen dev.
Frozen full-platform CI: completed successfully: all 25 jobs. Attempt 1 had one Windows write-lock contention assertion failure; the single unchanged-source failed-shard rerun passed. The initial failure is retained and its exact SQLite origin is not claimed resolved.
Frozen Service lifecycle: Linux, macOS and Windows passed.
Publication additionally requires this branch's actual promotion merge SHA to pass its own push-event Cross-platform CI and Service lifecycle. Earlier candidate runs do not replace that gate.
No local tests, typecheck or builds. Independent release-plan audit passed; remote CI supplies runtime validation.
