Add .pre-commit.config.yaml

Adding pre-commit support to the project to make
it easier for contributors to cope with code style.

You can also enable the pre-commit bot which will automatically push a commit to PR fixing it if there are issues.

lol I just noticed that there's actually no .clang-format, I was pretty sure I saw one.
I use this .clang-format, do you have one that you use?

I do not use any auto formatter. The code style is quite obvious, it's nothing fancy.

Thanks, but I personally see no use in this addition, as it's not part of my toolchain. I don't know anyone who'd be using this.
