(inference): add Fish Audio TTS

• Port (inference): add fish audio tts agents#6529 by adding Fish Audio inference TTS model literals and typed modelOptions.
• Add a changeset for @livekit/agents.

• pnpm lint: passed with existing warnings.
• pnpm format:check: passed.
• pnpm --filter @livekit/agents api:check: blocked by existing API Extractor limitation in generated dist/index.d.ts, export * as syntax unsupported.
• pnpm api:check: blocked by unrelated @livekit/agents-plugin-bey missing api-extractor.json.

cue-cli validation was not run because this port only changes inference TTS public types, not voice pipeline runtime behavior.
