There is only the paid WhatsApp Business Platform which could achieve this.
There is no official free API or other method to send WhatsApp notifications.
There are work-arounds using WhatsApp web and apps/bots on Android but they all need access to the original app.

So big doubt that this is something that can be implemented.... but maybe someone proofs me wrong.

This is not new - it exists already a while, and it costs money.
As I wrote, there is no free API.

Pricing & Payment Methods

Businesses are charged per conversation, which includes all messages delivered in a 24 hour session. The first 1,000 conversations each month are free. If you want to send more than 1,000 conversations, you need to add a credit card to your account.

To set up a payment method, go to App Dashboard > WhatsApp > Configuration. Under Phone numbers, click Manage phone numbers. This leads you to your Business Manager account, where you can click Add Payment Method to add your credit card.

There are 1000 free, but you would need to setup and verify a proper business account first.

API is free for first 1000 messages per month (this should be enough for most users)
if this limit is exceeded the messages are not delivered anymore and after adding a payment method, you can send more tan 1000 messages/month

so from my point of view this does not block the implementation
