Features

• A command can keep the connection variables its caller set instead of
  receiving the group's: STACK_NO_CONNECTIONS=1 does it for the shims and
  stack exec, and stack exec --no-connections does it for one command. A
  script exporting PGHOST, PGUSER and the rest before pg_dump now reaches
  the server it names; without the opt-out the group's values still replace
  the caller's, as before. The command keeps its pinned toolchains. A value
  other than true or false stops the command, and the Docker backend refuses
  the opt-out, because its container never receives the caller's variables.

Compatibility

stack.yaml, stack.local.yaml and the daemon API are unchanged.
