MINOR IMPROVEMENTS

DwC style field names can be set with a global option finbif_use_dwc.
finbif_taxa gains a locale argument.

DEPRECATION

The default value of finbif_use_dwc is FALSE. This is deprecated
and will be set to TRUE in v0.9.15.
