1. Create Customer account on front end with default customer configuration
2. Stores - Configuration - Customers - Customer configuration - Name and Address options - Show Date of Birth, Show Tax/VAT Number, Show Telephone, Show Company, Show Fax - Set all to "Required" and save
3. Reindex and clear cache
4. Create customer account again with all required fields from front-end
5. Install Sample data as per doc
6. Perform setup: upgrade

As discussed on the call , We have verified the issue with provided sample data command. issue is reproducible on Magento 2.4.4 instance . Hence confirming the issue.

Steps followed:
