Fixes:
- Cell border rendering issues raised in #152
- Performance of
Table.set_cell_border() - Row height and column width after manipulation of borders
Cell border behaviour changes, hence the bump to 4.19, and layers of borders are no longer retained. This is a subtle Numbers implementation detail which should not be visible in practice to the user.
