Public Canon v55

Public Canon v55 arms one exact rational against named survey measurements. It adds a single live empirical row and moves nothing else.

What changed

• DE-W-CONSTANT [H] registers the dark-energy equation of state read from the committed register form: w = -14/15 = -1 + 1/(d p) with d = 3 and p = 5, exactly and constant in a, equivalently rho_DE proportional to a^(-1/5), in the standard flat FRW fluid convention.
• Its falsifier is frozen and its thresholds do not move. The row folds to F when a carrier release from DESI, DES, Euclid or CMB-S4 excludes w = -14/15 at or above the 99 percent credible level in its headline constant-w fit; or when one carrier collaboration reports evolving dark energy at or above 5 sigma in its headline combination; or when two carrier collaborations each report it at or above 3 sigma from combinations sharing no primary dataset.
• Tension at or above 2 sigma, and an evolution preference at or above 3 sigma that the double leg does not reach, are recorded as witnesses and fire nothing. On the record frozen by the probe, four witnesses sit at or above 3 sigma: DESI DR2 at 31/10 sigma on the BAO and CMB headline, at 19/5 and 21/5 sigma adding Union3 and DESY5, and DES Y6 at 3 sigma on its shared-data headline. Every cross-collaboration pair among them shares DESI BAO and CMB, so the disjointness clause blocks the double leg; the only disjoint cross-collaboration candidate, DES alone, carries 11/5 sigma.

This is the second live empirical row in the public series, beside NS-TILT [H].

Scientific boundary

No derivation of w from J is claimed and no dictionary source is selected. COSMOLOGY-REGISTER [D] is unchanged as the source of the committed form, with its comparisons fenced. DE-CONFORMAL-WEIGHT [O] is unchanged and open, and the new row is refused as a selection premise there by that row's CIRCULAR clause. No gate is created, no layer lift is performed, and the new normative item carries NOT_APPLICABLE.

A consistent witness is not evidence of a derivation. The only public life of this row is the exposure of one exact rational to named future measurements, and the next genuinely independent leg at or above 3 sigma fires it.

The headline constant-w exclusion rule is unevaluated on the record frozen by the probe, because no carrier collaboration constant-w posterior summary is on that record. Its evaluation belongs to a fresh probe, never to an amendment of the frozen rules.
