Update permissions docs based on changes from `4.12.0`

The CHT 4.12.0 release made some changes to the supported permissions. Unfortunately, while these changes were captured in the release docs, the Permissions doc page was not updated with the same.

We need to make the following updates to the Permissions doc page:

• Add a new "Legacy Permissions" table at the bottom of the page with the columns:
  • PROPERTY
  • DESCRIPTION
  • REMOVED
• Move these existing permissions from the "System defined permissions" table down to the new "Legacy Permissions". Indicate they were removed in 4.12.0.
  • can_view_old_filter_and_search
  • can_view_old_action_bar.
• Add a new entry to the "System defined permissions":
  • can_view_old_navigation
  • Allows users to see the old CHT navigation interface, prior to the updates made to align with Material Design standards. See the [release notes]({{< ref "releases/4_12_0#navigation-updates" >}}) for more details. Added in 4.12.0.
