Handling ifort installation with ifort docker image

To build the first swan image (metocean/swan:comp) we need ifort. We used to copy it from a local server in Raglan when building the docker which made bob-the-builder break since it did not have access to it. Now ifort is being copied from metocean/ifort docker image.
