Allow the functional tests to accept both Azure Linux 2.0 and 3.0 image versions as input. Then, for the features that have different behavior based on the image version, ensure the tests for those features cover both image versions.

#10486) wget using openssl for tls (which we compile with), with --debug turned on prints the body of ocsp requests (if --ocsp is specified; it's off by default) to stderr even though it's the body is binary. This change patches wget with the proposed fix for upstream issue.

Upgrades openssl to 3.3.2. This contains bug fixes and addresses some CVEs.
