Pull request diff for GitHub action.yml shows problems as if it were a workflow

• Extension version: 0.162.0
• VSCode Version: 1.131.0 (system setup)
• OS: Windows_NT x64 10.0.26200
• Repository Clone Configuration: fork of an upstream repository
• GitHub Product: GitHub.com

Steps to Reproduce:

1. Have github.vscode-github-actions installed (I am on 0.32.3)
2. Open a pull request diff for a GitHub action.yml file

See this screenshot which shows a normal diff at the top and a pull request diff at the bottom (seeing as there is no issue with the normal diff I have opened the issue here rather than in in https://github.com/github/vscode-github-actions)

(I also have the redhat.vscode-yaml extension installed but kept seeing the bug when it was disabled)

Never mind, I have now seen this in some other diff views (but not all!) - will close and open a new one in https://github.com/github/vscode-github-actions
