Plan feedback unavailable in Markdown Editor Edit mode

Follow-up to #328648.

When I click "Open full plan", the Plan is opened in the new Markdown Editor. It opens it in Edit mode, but Edit mode does not appaear to let me to leave comments/feedback. If I switch to Locked mode, I can then leave comments. I expect to be able to leave comments in both modes, or have the Plan open the editor in a mode where I can leave comments.

Two thoughts:

• we could allow the feedback input even in edit mode and see what the feedback is (will create a PR for it)
• alterantively, when reviewing the plan, it should reset the mode to "edit" (or temporarily override it)
