Audit, generate an action plan, satisfy blockers, apply reviewed changes, then re-audit and compare. Do not edit immutable source runs.
Keep policy, synthetic fetch, owner logs, index evidence, rendered evidence,
and citation observations separate. Missing provider evidence remains
not_evidenced.
Schedules and GitHub annotations invoke or project canonical artifacts. A CI annotation is not the finding authority and must retain its source-run binding.
