GITHUB_TOKEN can't write under .github/workflows/, so the update flow staged the converged claudinite-executor.yml and claudinite-scheduler.yml under .claudinite/pending-workflows/ instead of committing them in place. Move them byte-for-byte and drop the staging directory. Refs #285
