Claudinite growth: dedup local packs

The growth-dedup task's first run on this repo. The recent canon update (#286, engine v60820.1 → v60823.1) generalized several lessons this repo had already paid for once — a number of them are, near-verbatim, this repo's own incidents promoted upward. This prunes .claudinite/local/packs/laughcounter/RULES.md accordingly:

Removed (9) — now covered more generally by the canon, cited per-row in the new VERSIONS.md:

• .gitignore pruned alongside the toolchain that produced its artifacts → git-github/skills/git-github-advanced/SKILL.md
• "Not statically checkable" is a verdict about the tree's shape, not the rule → claudinite-growth/skills/prose-to-checks/SKILL.md

Stripped (1) — the general strip-comments/prove-against-real-tree rule is now covered by basics/RULES.md ("Writing a check that scans the repo"); kept only this repo's own placement-convention residue and the #152/#159 incident.

Kept unchanged — items making a genuinely narrower or repo-specific point the canon doesn't state: app versioning (#74/#75), this repo's pull_request-trigger-free CI shape (#127–#138), the duplicate <github-trigger-context> echo (#149–#155), and verify-outcome.mjs's CLI-less invocation (#185).

All prunes cite the covering canon line in .claudinite/local/packs/laughcounter/VERSIONS.md. check_the_world.mjs and check_the_work.mjs both run clean (0 blocking) on this branch.

Folders touched

• .claudinite/local/packs/laughcounter/ — pruned RULES.md, added VERSIONS.md (this pack's growth-lifecycle change record, seeded here for the first time).

Closes nothing; converges via converge-item.mjs against #235.
