Runtime packages 0.0.56

Browser nodes with forwarding disabled now advertise only their own identity. Fresh authenticated responder carriers resend reachability and tree announcements, so reconnection cannot wait on announcements cached from the old carrier.

Packages: @fips/core 0.0.52, @fips/transport-webrtc 0.0.55, and @fips/transport-websocket 0.0.10. Both transports pin the same core archive. Wire formats, identity checks, and session authentication are unchanged.

Validation: 242 core tests, 87 WebRTC tests, 12 WebSocket tests, 12 tests against extracted archives, and 17 browser tests passed without retries. Browser coverage includes native WebRTC interoperability. Type checking, builds, and focused lint passed. The existing 16 Rust bridge unit cases were skipped.
