• Start dependency updates only once this onboarding PR is merged
• Hopefully safe environment variables to allow users to configure.

LGTM. I'd definitely want at least one more review from @mochajs/committers before merging this.

I personally think it'll be nice to have all the dependencies each individually get a PR to bump. We've seen a lot of weird failures due to old, CJS/weird packages getting changed to be ESM/less-weird. Knowing specifically which ones are difficult vs. straightforward to bump will be helpful for getting the straightforward ones merged.

Edit: oh, and I added two options:

• minimumReleaseAge: 7 days: to give us a little more buffer time than the default window of 3 days, in case a package gets compromised
• patch.enabled: false: to cut down on noise
