Split postcodes now resolve to the A part by default, following NRS's convention in the Scottish Statistics Postcode Lookup, so lookups reconcile with official statistics. split="report" keeps the previous behaviour. Python and SQL are tested to agree under both rules. Adds docs/NRS_GUIDANCE_CHECK.md.

The table's rows are unchanged from v1.1.0; only the embedded decision log differs.
