Withdrawals still disappear sometimes

Relates to: #4613 and other similar issues.

It appears that hermes fails to settle the promise sometimes and money never reaches the person trying to withdraw the money. There was hope that transaction sending rework would remedy this complete, but it does not.

For now the current fix is just to withdraw again and you will receive the money, but that is a bad solution.

When node tries a withdrawal and the call to transactor fails, R is revealed to hermes but no withdrawal is made so the user is temporarily left without the funds in his balance. We could either put that request in some retry queue and keep retrying it every x time or reveal R only after transactor payAndSettle call has succeded.
