Adds date-aware IGS final-SP3 naming and distribution, product-aware solution classification, verified SP3/clock series floors, issue-aware ESA/GFZ ultra-rapid cadence, date-aware GFZ rapid cadence, product-specific CODE HTTPS routing, and strict exact-SP3 cadence/span/identity validation. Pre-week-2238 CDDIS long-name SP3/IONEX identities are rejected except for the modeled IGS final legacy .Z series; ESA ESA0MGNFIN final SP3 remains direct-only rather than being substituted at CDDIS. Candidate acquisition now falls through only on ordinary publication absence; integrity failures remain terminal. Existing IGS broadcast-navigation derivation and legacy center-wide queries retain their signatures.
Also fixes byte-idempotent repair of malformed non-ASCII RINEX observation headers and commits the scheduled-fuzz reproducer.
