Adds deterministic, explicit-time NAVCEN operational usability assessment and constellation merging. Forecast NANUs apply only within validated half-open UTC intervals; ambiguous timing remains usable with preserved provenance. Existing clock-free NAVCEN APIs remain unchanged.\n\nPublished crates: sidereon-core 0.32.0 and sidereon 0.32.0.
