Туркменские VPN: чья «крыша» конкретнее?

На фоне очередного ужесточения интернет-блокировок в Туркменистане вырос спрос на услуги по их обходу. Торговцы VPN активно предлагают свое содействие, в том числе в заблокированных соцсетях. Они открыто указывают номера телефонов в рекламе и в своих профилях, хотя за такую деятельность им грозит штраф или даже административный арест.

Turkmen.news проверил, кто придает смелость самым популярным дилерам, а заодно сравнил их предложения.

На странице аккаунта указано, что у сервиса больше 500 постоянных клиентов, а недельные тарифы они предлагают от 50 манатов ($2,5). Однако при обсуждении деталей выясняется, что стриминг музыки или видео такой тариф не предусматривает, а полноценный стоит от 1000 манатов в месяц ($50).

Если сравнить реальные тарифы и число клиентов, выходит, что выручка составляет примерно $25 000 в месяц по реальному курсу. Контактный номер +99362234682 с 2020 года зарегистрирован на Джоракулы Ходжамбердыева из Туркменабада, но этот человек даже необязательно в курсе, как используют его телефон: за аккаунтом стоит целый центр с офисом и командой. Сейчас здесь можно купить VPN-ключи: от 50 манатов в неделю — на свой страх и риск, так как такой в любой момент могут заблокировать, и за 1000 манатов в месяц — с гарантией. Дорогие ключи предоставляются управлением кибербезопасности, поэтому с ними точно ничего не случится.

Номера +99363636932 и +99365669298 из соответствующих постов в соцсетях зарегистрированы на жителей Ашхабада Зухру Бердыеву и Тагайназара Чарыева. Номер Бердыевой указан основным контактом всего аккаунта.

Коммерсанты в погонах: зачем нужны блокировки

Напомним, за блокировками в Туркменистане изначально стоят не политические, а сугубо корыстные цели руководителей управления кибербезопасности. Они массово и перманентно вносят в черные списки целые подсети, так что пользоваться интернетом становится почти невозможно. А потом сами же продают места в белых списках или просто распространяют через таких дилеров VPN, которые обходят их же ограничения.

Люди пытаются использовать международные VPN-сервисы, в том числе бесплатные. Страна регулярно становится мировым лидером по поиску VPN. Такие конкуренты, однако, продажным чиновникам не по нраву — серверы популярных продуктов также прицельно блокируют. Есть и туркменские поставщики VPN, не связанные с управлением кибербезопасности, но они, в отличие от «официальных дилеров», максимально скрывают свои личности, потому что за ними охотятся все те же работники кибербезопасности.

Остаются на рынке только продукты «с гарантией», то есть созданные самими спецслужбами или имеющие «крышу» в том или ином управлении. Возможно, отдельные их сотрудники оправдывают смысл своей работы тем, что попутно со спекуляцией собирают данные всех покупателей. Однако ни от каких угроз эти меры на самом деле не защищают. При этом страна все сильнее отстает в интернет-технологиях от мира и от соседей.

Исследователи считают цифровую экономику новой стадией после аграрной и индустриальной. И на практике она, независимо от теорий, является главным драйвером роста. Ради своих мелких спекуляций кучка жадных силовиков и их посредников лишает всю страну сотен миллионов долларов ВВП каждый год и места в будущем вообще.

Turkmen.news investigated who is giving the most popular dealers the courage to operate and compared their offerings.

The account page states that the service has more than 500 regular customers and offers weekly rates starting at 50 manats ($2.5). However, when discussing the details, it becomes clear that this rate does not include music or video streaming, and a full-featured service costs from 1,000 manats per month ($50).

If we compare the actual rates and the number of customers, it turns out that the revenue is approximately $25,000 per month at the actual exchange rate. The contact number +99362234682 has been registered since 2020 to Jorakuly Khojamberdyev from Turkmenabad, but this person is not even necessarily aware of how his phone is being used: there is a whole center with an office and a team behind the account. And the name is no coincidence: Turkmen VPN James Bonds are associated not only with cybersecurity management, but also, possibly, with counterintelligence management — one of the most influential special services agencies. Others would not dare to touch a business with such “protection.”

Their model is similar: they lure customers with a relatively inexpensive VPN for 75 manats/week, but it does not meet users' expectations. Then they are offered a “specific” VPN for 1,000 manats per month — keys directly from the “manufacturer,” i.e., the cybersecurity department. The seller is a certain Atakhan, and the number from the ad, +99365027110, is registered to Kakajan Kakajanov from the Akhal velayat. The account hasn't posted anything in a long time, but most likely, it doesn't really need advertising.

This account sold dietary supplements, mentoring services, and copies of branded clothing — that is, it dealt with classic “topics” in the post-Soviet space. But it also reached a specific Turkmen niche. Now you can buy VPN keys here: from 50 manats per week — at your own risk, as they can be blocked at any moment — and for 1,000 manats per month — with a guarantee. The expensive keys are provided by the cybersecurity department, so nothing will happen to them.

The numbers +99363636932 and +99365669298 from the corresponding posts on social media are registered to Ashgabat residents Zukhra Berdyeva and Tagaynazar Charyev. Berdyeva's number is listed as the main contact for the entire account.

Businesspeople in uniform: why are blockages necessary?

Let us recall that the blockages in Turkmenistan are not primarily motivated by political considerations, but rather by the purely mercenary goals of the leaders of the cybersecurity agency. They massively and permanently blacklist entire subnets, making it almost impossible to use the internet. And then they themselves sell places on whitelists or simply distribute VPNs through dealers who bypass their own restrictions.

People try to use international VPN services, including free ones. The country regularly becomes the world leader in VPN searches. However, such competitors are not to the liking of corrupt officials — the servers of popular products are also targeted for blocking. There are also Turkmen VPN providers that are not affiliated with the cybersecurity agency, but unlike the “official dealers,” they conceal their identities as much as possible because they are being hunted by the same cybersecurity officials.

Only products “with a guarantee” remain on the market, i.e., those created by the special services themselves or those that have “protection” from one agency or another. Perhaps some of their employees justify their work by saying that, along with speculation, they collect data on all buyers. However, these measures do not actually protect against any threats. At the same time, the country is falling further and further behind the rest of the world and its neighbors in terms of internet technology.

Researchers consider the digital economy to be a new stage after the agricultural and industrial stages. And in practice, regardless of theories, it is the main driver of growth. For the sake of their petty speculations, a handful of greedy security officials and their intermediaries are depriving the entire country of hundreds of millions of dollars in GDP every year and a place in the future altogether.
