Stacked on #4. This PR contains only the leaderboard engine, CLI, and tests. It validates content-addressed result bundles, refuses duplicate seeds and tampered/non-finite metrics, prevents aggregation across runner/model revisions, container digests, hardware, protocol digests, target-data access, or smoke/full scope, and promotes only clean corrected three-seed groups. JSON and CSV output is deterministic and atomic. No website changes are included.
