papermc: update.py uses deprecated v2 API

Describe the bug

the update.py script is using the v2 endpoint at https://api.papermc.io/v2/projects/paper which no longer updates.
The new v3 endpoint available at https://fill.papermc.io/v3/projects/paper has the latest versions under the new versioning system for minecraft.

use update.py

Expected behaviour

the update.py script should pull in 26.1.1 and 26.1.2

I can confirm that this is an issue. I have been try to learn how I could update the package to use the new api as documented here

I am working on resolving this.
