WHY
Modernize build infrastructure, align with Gradle 9.x and AGP 9.x requirements, and patch outdated build tools.
WHAT
Upgraded Gradle wrapper to 9.6.1, AGP to 9.0.0, Kotlin to 2.3.20, and added unit test specs verifying version configuration.
HOW
Updated gradle-wrapper.properties and settings.gradle.kts, added test/unit/gradle_upgrade_test.dart, verified with ./scripts/run-checks.sh.
