Fix up #15320

Summary of the issue:

#15320 introduced issues with pre-commit https://results.pre-commit.ci/run/github/45885732/1758242518.RpdtNbQiT1CqPdTB7w-UTw

Additionally, some formatting was broken causing .github/ISSUE_TEMPLATE/03-special_case_issue.yaml to not appear in the issues choose list

Pull Request Overview

This PR fixes linting and formatting issues introduced in #15320 that were causing the special case issue template to not appear in the GitHub issues chooser list.

• Fixed kebab-case ID naming convention for the communityDiscussion field
• Corrected YAML formatting for placeholder fields to use proper multi-line syntax
• Changed Control+C to lowercase control+c for consistency
