Ruling B on #14859 (director seat record 5523304679, 2026-09-03T09:04Z, maintainer 「其他同意」) executes #14685 item 2 in the form the gated surface admits: inside .claude/skills/pm-dispatch/** and .claude/agents/os-dev.md a maintainer ruling keeps its date, and its verbatim words only where the words are themselves the operative criterion. PR #14911 lands that form at 44 ruled sites plus stage 2 over references/**, and aligns the surface's own meta-rule sentences (SKILL.md:25, os-dev.md:23, dispatch-runbook.md:3 and :123, seat-post-protocol.md:38) in the same PR.

Two sentences describing the same convention live outside ruling C's surface and were correctly left alone by that flight:

Plus one on-surface site the flight had to defer: references/rest-channel.md:90 「我觉得够了」 (2026-08-24, given only as 当日) — the last pointer-eligible site in the surface, SKIPPED-HOTFILE because its hunk would share context lines with the range PR #14860 holds (:77-84). It converts to the ruled form once PR #14860 is on main.

Scope (XS, mechanical)

• Reword both sentences to the ruled form: date always; the verbatim quote only where the quoted words are the operative criterion. Cite the ruling by date in the text (no issue number, no comment id — the lint keeps enforcing that).
• Convert references/rest-channel.md:90 to （2026-08-24 裁定） after PR tooling(pm): admit a same-PR cross-file line-budget move, and take the first one #14860 has landed, re-verifying that the surrounding text states the rule; if it does not, KEEP and say so.
• ⛔ Not in scope: AGENTS.md's own quoted rulings (Prime Directive 14 and others) — AGENTS.md is outside ruling C's surface and keeps its verbatim quotes unless the maintainer extends B to it; say so in the PR body. ⛔ No change to the lint's pattern, roots or verdicts; the self-test stays byte-identical in its verdicts. ⛔ references/lanes/director.md:4 「引文逐字不译」 stays — it governs the KEEP quotes and is not contradicted.
• Line ratchet: AGENTS.md is at 1157 of its 1162 ceiling; a reword that grows a line must pay by deletion or stay within the existing line; ⛔ no ceiling raise, ⛔ no re-wrap funding.
