Is the actual recorded frame rate only 48 fps? #13703

I observed something similar across a wide variety of games and system configurations, none of obs-studio's capture sources can 100% guarantee capturing every unique frame, even if it was shown on your screen. At 120 FPS, window capture and display capture only guarantee about 80 out of 120 FPS, anything above that is not guaranteed. Other recording software (tried: the nvidia app, msi afterburner, bandicam, dxtory) seems less likely to be affected by such issues. Video capture device sources are fine, however. |

My PC has sufficient performance, and the game consistently runs above 60 fps. I configured OBS to record at 60 fps. After recording, I noticed something odd while editing in Premiere Pro: every 5 frames there is a duplicate frame, and this pattern repeats regularly. This means the captured footage does not truly reach 60 fps.
I then adjusted OBS to record at 50 fps. Upon inspection, a duplicate frame appeared every 25 frames. When I switched to 48 fps recording, there were no duplicate frames, and the same applied to 30 fps recording.
After extensive testing, I found the maximum effective frame rate of captured footage caps out at 48 fps. Even if I set the recording to 60 fps, the video metadata shows 60 fps, yet the real captured frames only amount to 48. My monitor is a 144 Hz model, and toggling V-Sync makes no difference.
What is causing this? Is this an issue with OBS, or some Windows system setting?
