Ctrl+PgUp/PgDown doesn't reliably cycle the visible tasks

What issue are you seeing?

If you click on a task outside of the top few, then click back in, then use Ctrl PageUp/PageDown to navigate, sometimes it just jumps to a random task from ages ago, completely irrelevant.

What steps can reproduce the bug?

Intermittent or unclear what the trigger is

What is the expected behavior?

Ctrl+PageUp/PageDown cycles the visible tasks and no others
