Chat-only conversations consume weekly Codex quota without using Work or Codex

Describe the bug

My weekly Codex quota is being consumed even though I am only using the normal Chat interface.

I am not using:

• Work
• Codex
• Coding tasks
• Background tasks

I'm simply chatting in the standard Chat interface.

Despite this, my weekly Codex quota decreases after ordinary conversations.

Steps to reproduce

1. Check the remaining weekly Codex quota.
2. Open the Chat tab.
3. Do not use Work.
4. Do not start any Codex task.
5. Have a few normal conversations.
6. Observe that the weekly Codex quota decreases.

Expected behavior

Normal Chat conversations should not consume the weekly Codex quota.

Actual behavior

The weekly Codex quota decreases despite never using Work or Codex.

Additional context

If this is intentional, the UI should clearly communicate that ordinary Chat usage also consumes the Codex quota. Otherwise, this appears to be a bug.
